Is it proper to stab or scoop with a fork? In addition, do we cut with the side of the prongs or the tips?

A fork is a stabbing and scooping utensil.  It is completely proper to use in this manner.  Americans cut soft foods with the side of the fork when not requiring a knife.  If the food is quite tall, like a piece of cake that may fall apart when cut, push it onto its side and cut with the side of the tines. 

Bottom line, the basic rule is that we should always be aware of how we look when we eat and avoid making a mess.

Side Note

Those from other parts of the world who use forks and knives consider 'our' habit of cutting with our forks as lazy and ill-mannered.
